GERMAN OUTBURST
SOUTH .AFRICAN REACTION PRETORIA. Aug. 4 The Union Cabinet discussed the German outburst over South Africa's assumption of administrative control of the Caprivi-Zipvel territory, which has caused astonishment and amusement. It is stated that the change is entirely utilitarian and has no political significance.
