RECONSTRUCTION RUMOURS POSSIBLE RETIREMENTS LONDON, June Q8 Rumours of a reconstruction of the Cabinet are reviewed by the Daily Herald (Labour), which says the Lord President of the Council, Viscount Bunciman, the Lord Chancellor, Lord Maugham, and the First Lord of the Admiralty, Earl Stanhope, are expected to retire soon. This will enable a general reshuffle, on which Mr. Chamberlain has decided after alarm due to the Government's decline of authority, as the result of surrenders on important issues.
