IMPORTANCE TO ITALY " NEUTRALITY " OF GIBRALTAR LONDON, March 30 Tho importance of General Franco's victory to the Italian strategists is his ability to compel the neutrality of Gibraltar, says the Rome correspondent of the Berlin newspaper Deutsche Allgemeine Zeitung. "It was not smart of the English publicists to bring up tho argument of the territorial integrity of Spain," says the writer, "because one day an Italian counter-claim will be raised. Is Gibraltar compatible with tho territorial integrity of Spain? " The Gibraltar correspondent of tho News Chronicle says German experts aro reported to be supervising tho construction of new fortifications at La Linea, which adjoins Gibraltar.
