STEADY TARIFFS
ADVANTAGES FOR TRADE CANADIAN EXPORTER'S VIEW The advantage of steady tariffs to industries relying upon international trade for their development was emphasised yesterday by Mr. W. It, Drynan, managing-director of a large Canadian canning firm, who arrived at Auckland by the Aorangi from Sydney for n fortnight's visit to the Dominion. Of Canada's experience with trade treaties with the United States,' he snid that the result had not always, been satisfactory in that there was uncertainty about the future. *
In some cases where heavy Expenditure had been incurred by the establishment or development % of industries when the tariff situation was favourable,, difficulties had resulted from tariff readjustments made later, Mr. Drynan said. Often a substantial market. which was being built up, would ; be threatened almost overnight. While in New Zealand Mr. Drynan lioiies to discover sonic ot' the effects of the Dominion's import, regulations upon Canadian; exports. Although he j said yesterday that ho did not yet know enough about the regulations to comment upon them, lie did regard a high degree of free trade as desirable within the Empire. The best arrangement, he thought, would be similar to that -operating among the component parts of the United States. Although there was a difficulty m Empire trade, in that Canada, New Zealand'and Australia produced similar natural products for which they had to find export markets, he suggested that the problem was one which could bo overcome, just as it had been overcome in the United States. • Mr. „ Drynan said, while there was often keeii rivalry between the Dominions for advantages on the British market, he thought tliere was much more permanency in trading arrangements made, within, the Empire than with countries outside it.
