CHINESE LEADEE JAPANESE MISTAKES FAILURE OF OBJECTIVE "FALLEN INTO MORASS" [BT TELEGRAPH —PEESB ASSOCIATION] WELLINGTON. Monday The Chinese Consul-General today received by cablegram the terms of an addresß delivered by Marshal Chiang Kai-shek to the fifth plenary session of the Kuomintang. The Chinese leader gave the following reasons why Japan would be defeated in the present war:— (1) After the occupation of Manchuria the enemy has not yet consolidated his gain before embarking on the invasion of the whole of China. This is in contradiction of the fixed plan for carrying out an aggressive continental policy. (2) The enemy's object, a "quick war and a quick decision," has failed to materialise. (3) The enemy, in penetrating deep into China, has fallen into a morass from which he cannot extricate himself, thus failing in military strategy. Faced by Isolation and Peril
(4) The enemy, in setting up puppet administrations in China, hopes to exclude all foreign interests. Japan's foreign policy has become more and more self-contradictory, and with this duplicity the enemy is now faced by isolation and peril. Thus he has failed politically. (5) The enemy is ignorant of China's history and does not know the capabilities of the Chinese people. He has no knowledge of this modern age, nor is he familiar with the qualities underlying the progress of the revolutionary movement in China.
Declaring that the enemy is sure to be defeated, Marshal Chiang Kai-shek said: "We will never give up the fight half way through. Nor will we compromise with, or surrender to, the enemy. Viewing the situation from our history, our geographical position, our civilisation, the spirit of our people and our economic resources, the enemy cannot hope to win the war^ Chinese Resistance to the End "The tendency of the international situation is toward upholding truth, justice and peace. The world democracies have redoubled their efforts in making preparations to check aggression. We should, more than ever, follow the righteous path and fulfil the national policy of carrying on the war of resistance to its final conclusion. "From time immemorial countries fighting righteous wars have always gained the victory." Marshal Chiang appealed for unity and co-operation in opposition to the enemy's "insolence and recklessness." China must expand the country's agriculture, which was its special gift. It must persevere in resistance and aggravate the enemy's weakness. PEACE MOVEMENT JAPANESE ANNOUNCEMENT CHINESE TO HEAD MISSION (Received January 31, 1.30 a.m.) PEKING, Jan. 30 The Japanese, newspapers jubilantly announce with one voice that General Wu Pei-fu has agreed to accept the post of head of a national pacification commission. It is known that Japan has recently brought pressure upon him to head a movement toward peace. His reply is a masterpiece of ambiguity. He declares the continuance of hostilities would wear out China and do no good to Japan
