The President of the Board of Trade, Mr. Oliver Stanley, said tho agreement was not h political movo or a political bargain; nevertheless, ho would stress its political value. Tho agreement, so far from destroying tho Ottawa agreements, had left them unaffected. It was a step toward tho attainment of the goal of peace.
