DUCHESS OF ATHOLL FOREIGN POLICY ATTITUDE LONDON, Nov. 24 The Duchess of Atholl has resigned her seat in Parliament as Conservative member for Kinross and West Perth, and will fight an immediate by-election owing to the majority of the committee of tho Kinross and West Perth Unionist Association disagreeing with her opposition- to the Government's foreign policy.

The Duchess of Atholl is a strong supporter of the Spanish Government, and in April, 1935, wrote .to the Prime Minister, Mr. Neville Chamberlain, resigning her post as a National Government whip. Her reason was the failure, in her view, of the Government to take adequate steps to secure the withdrawal of Italian troops from Spain before the signature of the pact with Italy, or to take action with other Powers to safeguard peace in Central Europe and on tho shores of the North Sea. The Duchess, who has represented tho Kinross and Western division since 1923, has taken a prominent part in educational matters and, in November, 1924, she was appointed Parliamentary Secretary to the Board of Education in the Baldwin Government, and held the position until June, 1929.
