WORKERS' OPPOSITION NEW ECONOMIC DECREES (Received November 22, .5 p.m.) Times Cable LONDON, Nov. '2l Strikes due to the economic decrees of the Minister of Finance, M. Paul Raynaud, broke out in Valenciennes, 470 men leavihg the Denain metal fac-, torv. Delegates representing. 20,000 metal workers began a stay-in strike, hut the police dislodged tliein. Six hundred and twenty men struck at the Aubervijlers Chemical Works and others struck at Lille.
