BRITISH FOREIGN POLICY LONDON, Nov. 1 The Dominions Secretary, Mr. Malcolm Mac Donald, speaking in the House of Commons, said that in accordance with the decisions of the last Imperial Conference, the Dominion Governments had constantly been informed by telegraph of the Government's foreign policy and of information at its disposal. As an illustration of the development of the system, 398 circular telegrams dealing with foreign affairs were sent to the Dominions in 1938, of which 150 were sent in September. Mr. Mac Donald added that no action was taken without consultation of the Dominions where consvdtations would be proper.
