Daladier, iiva speech at the Radical-Socialist conference, discussed the question of colonies. He said the maintenance of France's security did not rest solely on France's European frontiers. It was governed by the freedom of communications with her overseas Empire, which formed a vast security zone as precious as the motherland. "We consider," he stated, "that it is inviolable;'' M. Daladier did not mention financial reforms. The Government, he said, did not intend to abrogate the 40-hour week, but there must bo elasticity in arbitration awards henceforth enforced. Neither employers nor workers would be permitted to evade their duties. Strikes would be made illegal without a previous secret ballot and foreigners, i or men with police records, would not be permitted to be trades union dele;i gates, v - '• :' Italy, Germany and Russia forbade t,-, propaganda in their countries, and * France henceforth would ban any unnational movements either by foreignSJI «rs or Frenchmen. Daladier, in defending the Munich agreement, condemned . the Communists, who alone had persisted in attacky . ing those who were trying to maintain peace. He denied that France had capitulated to Germany. < - H. If he had found himself faced with an ultimatum at Munich he would have returned to Paris and appealed ior the resistance of thp nution. The Munich ■; : 'z agreement was an act of reason. J-- M. Marchandeau, Finance Minister, announced that the Government lienceforth would not give financial aid to the railways. These, nationalised in 1937, had at present a deficit on the year's working of £17,000,000.
