GERMAN RESENTMENT
BRITISH REARMAMENT OUTLOOK UNPROMISING FOUR-POWER COLLABORATION (Received October 18, 5.5 p.m.) Times Cable LONDON, Oct. 18 German circles find the British reaction to the Munich settlement unpromising for the success of future four-Power ' collaboration, says the Berlin correspondent of the Times. Annoyance continues to be expressed at the British rearmament, and hints are given that the Reich will act to prevent the upsetting of the balance of European armaments. A BALKAN AXIS GERMAN TRADE DRIVE MINISTER OPTIMISTIC BERLIN, Oct. 17 The Minister of Economics, Dr. Funk, has returned from south-east Europe, He stated to-day that Yugoslavia, Bulgaria and Turkey were Germany's political friends, thus forming a Balkan axis from the German frontier to the Mack Sea. This was capable of expansion, which would enable negotiations involving 'economic reconstruction to be undertaken. With the carrying out of the plans there was the possibility of a further long term of barter and credits, placing economic relations on the basis of a long term agreement and making possible stable deliveries and prices.
