PLANNED MIGRATION
SETTLEMENT ASSOCIATION [BY TELEGRAPH —PRKBB ASSOCIATION] HASTINGS, Monday Claiming that the problem of population was by far the most vital and urgent facing New Zealand at tho present time, Mr. L. It. Palmer, addressing a public meeting sponsored by the Hastings Notary Club on behalf of the Dominion Settlement Association, stressed tho seriousness of the fall in the birthrate and advocated tho immediate inauguration of a system of planned and adequately financed migration. Following the address a Hastings branch of the Dominion Settlement Association was formed. Mr. Palmer also addressed Napier Rotarians to-day and as a result steps are being taken to fortn a Napier branch of the association.
