jit NEW AMERICAN PLAN I ilr m WIDE SCOPE OF ACT 'i [FROM OtTH OWN CORRESPONDENT] NEW YORK, July 2 I'M A new naval and marine reserve came into existence with the signing by ills President Roosevelt of the bill, passed | in the closing days of the last session | • |of Congress, which provides for the ,|l ; creation, organisation, maintenance jjS r and. administration of a Naval Reserve :it and a Marine Corps Reserve, says the ; r'j Washington correspondent of the New ijif; York Times. !ir The new law differs from the old in IjjfrJ many respects, the most important ini|3 ' eluding the following:— .w • (1) It sets up a separate classification T-'j for those who pass direct from the re|ji:| gular navy to the Naval Reserve. This !| j group forms the personnel of the Fleet Reserve. m (2) It permits assignment of men to H • the Fleet Reserve after not less than jV ' one complete enlistment in the regular ;* service. It also permits assignment to K the Fleet Reserve of former officers , • and enlisted men of the navy who left It the service under honourable conditions. (3) The new law increases the number or officers authorised to be carried M • in grades above that of lieutenant-com-rTmander and provides separate allowances of such officers for the Organised the Merchant Marine Reserve Ivj'and the Volunteer Reserve \)% (4) It increases the number of appointments from the Naval Reserve to '<§tho Naval Academy from 25 to 50 a | j'year. (5) It permits employment on active jfsaduty of officers and men of the honorary 's\ retired list, and liberalises the proviof existing law relative to comr.|; pensation of reservists injured in the ! :i|iline of duty, and permits transfer to 'Blthe honorary retired list on account of "iage in grade in the discretion of tho jjpSecretary of the Navy. - (6) It extends to officers of the Merp chant Marine and Volunteer Reserves, spwhen ordered to certain kinds of duty, 'if'money allowances for the purchase of I?uniforms heretofore restricted to officers rlr.of the Fleet Reserve. W (7) It prescribes 50 per cent increase '♦tin drill pay for those who are required to fly as pilots of aircraft as a part of their drills. i 8) It permits drill pay for organisaJijtions of the Merchant Marine and fjiVolunteer Reserves and also provides jfj-jfor the appointment of Merchant Marine Sis Reserve cadets. js|j The old law, which was repealed, had in effect for 13 years.
