BRAZILIAN OUTBREAK

A rising in Brazil by the Integralist or native Fascist Party has to be considered in relation to internal conditions before it can be viewed in proper perspective. It need not be taken as evidence of a serious threat to establish a regime similar to those existing in Italy and Germany. No doubt the Integralists themselves would be prepared to attempt such an adventure; but before they could hope to have any success the general mind of the country would have to change very considerably from what recent observers have considered it to be. A good measure of sympathy for the two European Fascist regimes has been attributed to tho Brazilians, largely because there are strong sections among them of German or Italian origin or descent. This attitude is described as being favourable toward Hitlci'ism in Germany or Fascism in Italy rather than toward either of them as a practical proposition in Brazil. The parties supporting the two cults are described as far from cordially disposed to one another, and as being both strongly antagonistic to the native, the Integralist, movement. In this attitude they are considered to be of the same mind as the great majority of tho other people of Brazil. The idea, therefore, of a combined drive to replace the present order by a Fascist State on the European model does not seem in immediate prospect. For the rest, sinco the President, Dr. Vargas, seized power in 1930 by unconstitutional means, and has ruled largely by dictatorial methods since, the rising can best be explained as one of those revolts almost endemic in tlie Latin republics. Brazil has been less distinguished by these upheavals than some of her neighbours, but is not necessarily wholly immune.
