CARE OF CHILDREN PLAN FOR SPECIAL COURT A member of the San Francisco Public Welfare Council, Aliss Rowena Norris, arrived at Auckland yesterday by the Aorangi on a visit to her brother, Mr. J. L. Norris, of Christchurch. Miss Norris, who is connected with several women's organisations in San Francisco, said that the Public Welfare Council had been formed only recently and had been organised to add further support to women's work in general. "It is concerned with everything pertaining to public welfare, and. while catering for no special section of the conimiinitv, lends its support to those projects which are in the interests of public welfare," she added. The most recent project undertaken by the council was the establishment of a children's Court _ for San Francisco. continued Miss Norris. Efforts to establish the Court had hitherto failed, but it was felt that a children's Court presided over by a superior Judge, and adminfstered under conditions that would protect children from exploitation anil curiosity, was an urgent need in every city. The movement was being supported by the Parent Teachers' Association, "The need for more rigid censorship of children's) pictures is also being urged," said Miss Norris. "Every ofl'ort is being made to ensure the enforcing of the censor's recommendation regarding the exclusion of children under IP years from productions intended for adult audiences. At present children are admitted to theatres whether the the pictures are for universal exhibition or not."
