PROPOSED BRITISH/DEALS SETTLING THE WAR/ DEBT LONDON, April 10 The cash purchase of American aeroplanes on a scale large enough to maintain the equality of the democracies and impress the world is urged by Mr. J. L. Garvin in : the Observer. As a stroke of . practical imagination, he says, Disraeli's re-buying of Sue* Canal shares was less important. The writer suggests that Britain should take the opportunity to settle her war debt" by a very moderate composition and says the. unrivalled magnitude and unlimited potentialities of the American aircraft industry can decide the fortunes of the world.' ; Mr. Garvin believes that America would gladly send supplies which would at least equalise the chances of France and Britain and rectify the balance of air armaments against the cause of democratic freedom. • The effect of threatening Italian and German speeches, and actions on a section of the Conservatives is shown by the fact that Mr. Garvin, while praising Mr. Chamberlain for his peace efforts, that if democracies like France and Britain cannot equal the dictatorships in power, organisation and freedom they must fall.
