CHANGE IN LITHUANIA KOVNO. March 25 The Lithuanian Cabinet has resigned. Father Mironas, an army chaplain and a friend of President Smetona, has formed a provisional Government. There is no change in the existing regime. All the Ministers in the New Cabinet are members of the Government Party, thus avoiding a coalition or any radical change of policy. M. Stasys Lozoraitis is again Foreign Minister, after resigning following the acceptance of Poland's ultimatum.
