INCREASE OPPOSED 1 REPUBLICAN PARTY CRITICS (Received January 20, 5.5 p.m.) WASHINGTON. Jan. 19 Members of' the House of Representatives demanded a clarification of President Roosevelt's foreign Ipolicy objectives in the course of a preliminary discussion of the Government's naval policy in anticipation of the President's special naval message, which is expected shortly. One of the most outspoken critic* was Mr. , Hamilton Fish (Republican —New York), who demanded that Mr. Roosevelt should call a Naval Limitation Conference between Britain* Japan and the United States, and,, necessary, Italy and France, instead of embarking on large expenditure. . Mr. Fish advocated parity with Japan, but said the present plans would give the United States a 30 per cent advantage over that country. The indications are that there will be vcfciferous ~ objections in both Chambers to any big increase of. the Navy, but the programme probably will be adopted. It is felt, however, that active opposition might offset any diplomatic objective Mr. Roosevelt might have of foreign nations.
Mr. J. W. Ditter (Republican—Pennsylvania) demanded to know whether an increased Navy would mean embarking on a policy of "quarantining" aggressor nations.
