PROPOSED REFERENDUM DEFEAT OF RESOLUTION WASHINGTON. Jan. 10 The House pf Representatives to-day by 209 votes to 188, defeated the proposal to take up the Ludlow War Amendment providing for a referendum to be taken before any declaration of war. President Roosevelt had previously sent a letter to the Speaker, stating: "The amendment would be impracticable in its application and incompatibla with our representative form' of government. It would cripple any President in the conduct of foreign relations and would encourage other nations to believe that they could violate American rights with impunity."
