APPROVAL OF CONGRESS f WILL LEGISLATE SPEEDILY By Telegraph—Press Association—Copyright (Received January 4, B.do, p.m.) NEW YORK, Jan. 3 The Washington correspondent of the New York Times says that leaders of Congress decided upon a very speedy enactment of the "big navy" programme after Mr. Roosevelt's speech. Also they plan to prevent the war referendum proposal reaching the House.

The leaders feel that speedy consideration of the Navy Bill will be a gesture to the world that Congress is behind the Administration's foreign policy, also that the defeat of the referendum will demonstrate the nation's detercnination to command respect for its rights.
