cent visit to Spain, said ho found an orderly Government and a civilised administration. The loyalists, given equal opportunities, would win the war. They would have done so already if nonintervention had been equally applied. Sir Stafford Cripps said the British Avorkers would hound the Government from office if it granted General Franco belligerent rights.
