ARREST IN VANCOUVER
ALLEGED LOTTERY AGENT / (Received December 20. p.m.) VANCOUVER, Dec. 19 G. Palmer, otherwise known as Captain J. H. Rankin, was arrested following a police raid and the seizure of documents and tickets. It is alleged his premises were the North American headquarters of a lottery business. He was charged with selling lottery tickets.
