> COST OF THE CAMPAIGN .'' I ■ TOKIO. Dec. H A loan of £35,000,000 is to be issued to cover the cost of the Chinese campaign and the Budget deficit. Half the amount was floated to-day at 3} per cent at £9B, and provides £5,800,000 for the campaign, and £11,600,000 for the development of Manchukuo.
