PROBLEM IN BRITAIN LONDON. Nov. 2-1 The Bishop of Birmingham, Dr. E. W. Barnes, to-day urged the sterilisation of the unfit. Too few children were born, but an increasing percentage were mentally and physically tainted. The numbers of those certified as insane in Britain were rising. Birth control was universal, except among persons of low intelligence and among Catholics. Mental defectives, with no moral sense, produced children who ought not to have been born. To end this scandal there must be sterilisation.
