PLIGHT OF EUROPEANS ALTITUDE TOO HIGH IL DUCE REFUSES TRANSFER (Received October 19, 5.5 p.m ) R-'ME, Oct. 18 Signor Mussolini has unexpectedly rejected plans to transfer the European section of the population of Addis Ababa to a lower altitude, after the Italians' discovery that only Europeans with strong hearts and lungs can live 3t an altitude of 9000 feet. The refusal is believed to have been prompted by economic reasons.
