SOUTH AFRICAN MINISTER^ NO CONTRACT WITH BRITAIN I (Received October 19, 10.35 p.m.) CAPETOWN, Oct. 18 In a speech at Klerksdorp, the Minister of Defence. Mr. 0. Pirow, denied that the Union Government had agreed to assist Britain in time of war or to defend British colonies. "If ever you are called upon to take up a rifle because we have a contract with Britain to go to war, I tell you now, as Mill--ister of Defence, that I will give you permission to rebel and refuse to go to war. "I shall be the first rebel in such circumstances."
