PROFESSOR'S REVELATION

In the course of an article in the Spectator, Professor Guglialmo Fer*?ro, professor of modern history at Geneva University,, says that a Far Eastern authority told him in 1936 that ■hpan would attack China in 1937, king satisfied that Britain was not ready for action and would not interfere.
"I will not be surprised," adds tho professor, "if the example of Italy and Ja Pan in China finds imitators in Spain, Japan was equally encouraged hy the Neutrality Law adopted by the -United States.
"•Armaments may be completely useless, even to serve to provoke vast wars," the professor concludes, "if the P° ]l 'cy of the States consists, whenever war breaks out, of preserving peace by Assuring the most powerful State every facility to use or misuse its strength."
