RIGOROUS PROGRAMME BALANCING THE BUDGET By Telegraph—Press Association—Copyright (Received July 9, 5.5 p.m.) PARIS, July S The French President, M. Le Brun, to-day signed the Cabinet's new decrees imposing a rigorous programme of extra taxation to bring in £50,000,000 for balancing the Budget. The taxes include increases of 30 per cent on letter postage and telephone charges, and 20 per cent on tobacco and income-tax, in the case of the latter the increase to be retrospective to 1936. Customs, estate and stamp duties liavo' been increased, as well as gas, oil and petrol taxes. Higher railway fares are also imposed. Immediately after the signing of the decrees the Prime Minister, M. Chautemps, broadcast a'n appeal to the country for a united effort to rid France of her financial instability. Ho said: "The effort j-ou are called upou to make is a big one, but it is unavoidable. We feel sure that the nation will understand that this is its one way of salvation."
