ISSUE IN BY-ELECTION (Received April 11, 11.15 p.m.) NEW YORK, April 10 A message from Austin, Texas, states that three candidates who made their approval of President Roosevelt's Supreme Court proposals the main issue of a bv-clection for a seat in Congress led their two opponents, who opposed the proposals. This is the first national test. It is expected that the most outspoken proponent will be elected.
