SPANISH WATEBS GREEK TANKER SUNK ONLY ONE SURVIVOR By Telegraph—Press Association—Copyright (Received March 5, 5.5 p.m.) PERPIGNAN, March 4 The Greek tanker Loukia, carrying 3000 tons of oil, struck a mine almost at the same 'spot off the coast of Spain as the Llandovery Castle. There was a terrific explosion, the petrol on board caught fire, and the vessel sank. It is reported that 23 men were killed and that there was only one survivor. FQREIGN VOLUNTEERS GOVERNMENT'S ATTITUDE (Received March 5, 5.5 p.m.) VALENCIA, March 4 The Spanish Government in a communique announces that it will accept the withdrawal of foreign volunteers if the insurgents reciprocate. REBUILDING MADRID DISCUSSION DURING SIEGE MADRID, Feb. 23 The Madrid authorities are emulating the Romans, who continued to sell land outside the city while the Gauls were besieging it. The Ministers attended a meeting of the municipal council at the height of the conflict in order to discuss rebuilding ruined parts of the capital. The plans cannot be disclosed until the Government at Valencia approves them.
