WASHINGTON'S POWERS MR. BORAH'S NEW PLAN (Received February 2, 6.45 p.m.) WASHINGTON," Feb. 1 In replying to reports that President Roosevelt intends to.submit to Congress a statute embodying the essentials of the National Recovery Act, Mr. W. E. Borah, in a radio speech, demanded that the Administration appeal directly to the people for the strong central powers needed to carry out the programme. Instead of tampering with the Courts some other method was urged by Mr. Borah. He said he would submit a constitutional amendment to let the people decide. Only the People had the right to settle the dispute between the judicial, legislative and executive branches of the Government,
