(2) That for the purpose of providing interest, sinking fund and other charges on tho said loan of £OOOO the Onehunga Borough Council hereby makes and levies a special rate of 3-10 d in the pound upon tho rateable value (on the basis of tho unimproved value) of all rateable property in the Borough ot Onehunga, and that such special rate shall be an annual recurring rato during the currency of such loan, which is for a period of 15 yeais at rate of interest of £3/10/ per contain per annum, and bo payable yearly on tho Ist day of April In each and every year during tho currency of tho loan, being a period of 15 years or until the said loan is fully paid off.
