FOREIGN VOLUNTEERS
RUSSIAN ATTITUDE EFFECTIVE CONTROL NEEDED MOSCOW. Dec. 30 M. Litvinoff, Foreign Minister, addressing the British and French Governments, states that Russia shares their alarm regarding the developments! in Spain in connection with the replenishment cf rebel forces by Germans and Italians. Russia believes these men are not volunteers but are formally recruited and armed and sent to Spain. She considers it is desirable that Spaniards exclusively should settle a Spanish dispute. Foreign elements must bo reduced to a minimum. If it is impossible to eliminate them, tho Soviet will accept the appeal of Britain and France to prohibit volunteers going to Spain on condition that effective control is immediately exercised, independently of the rebel generals' attitude. Signatories to the agreement must observe tho arrival of so-called volunteers and publish the facts, also prevent the acceleration of the despatch of men being carried on at present
