BIG DECLINE IN TRADE FOREIGN EXCHANGE PROBLEM MOSCOW, Dor. 20 A big decline in trade between Germany and Russia, owing to the impossibility of obtaining full value in foreign exchange for goods exported to Germany, is reported by the Tass News Agency. The statement is clearly intended to answer French complaints that Russia is exporting raw materials to Germany for the manufacture of munitions.
