CIVIL CONFLICT

DANGER OF ITS SPREAD ANGLO-FRENCH ANXIETY NOTE SENT TO POWERS By Telegraph—Press Association—Copyright (Received December 27, 5.5 p.m.) NEW YORK, Dec. 20 The London correspondent of the New York Times says the British and French Governments have instructed their Ambassadors in Berlin, Borne, Moscow and Lisbon to present a joint Anglo-French Note informing those Powers that the AngloFrench Entente views with anxiety the gradual transformation of the Spanish civil war into an international conflict and the advancement of opposing political principles. The correspondent adds that the British and French Governments arc likely soon to request Herr Hitler to state his country's economic needs in order to avert a suicidal plunge. Also they are likely conditionally to offer their aid. FLOW OF VOLUNTEERS APPEAL FOR CESSATION SITUATION IN EUROPE (Received December 27, 7.15 p.m.) | LONDON, Dec. 27 No indication has reached London yet regarding the attitude of the Powers to the Anglo-French appeal to stem the flow of volunteers to Spain, but the diplomatic correspondent of the Sunday Times says it is felt that Germany may take the opportunity of extricating herself from her increasingly difficult situation. The financial cost is important in view of Germany's economic position. British observers doubt whether Spanish manganese ore and other commodities would recompense Germany for the transport of 15.000 volunteers to Spain. Another aspect is how long General Franco will require foreign mercenaries as it is doubtful if Germany contemplates indeterminate "occupation." Moreover, wounded men are bringing unsatisfactory reports of General Franco's position. It is hoped that Italy will exert a moderating influence. In this connection it is mentioned that Italian volunteers apparently are in an inferior position to the Germans and Italy dislikes playing second fiddle.

The Observer's Paris correspondent saya it is reported that a plan has been evolved in London and Paris to assist Germany economically if HenHitler reverses his present policy.

Jt is believed that Italy is considering withdrawing from the hornet's nest and also seeking an Italo-French reconciliation owing to the strength and closeness of Anglo-French cooperation.
