DUTIES IN WASHINGTON AGRICULTURAL DEPARTMENT (Received November 18, 9.5 p.m.) NEW YORK, Nov. 17 The Washington correspondent of the New York Times states that Mr. R. G. Tugwell has submitted his resignation as Under-Secretary of Agriculture and head of the resettlement administration. President Roosevelt is reported to have accepted the resignation, but he left for Buenos Aires without releasing his acceptance. It is understood that Mr. Tugwell waited until after the election to return to his professorial duties at Columbia University.
