MR. LA GUARDIA'S PROPOSAL REPRESENTATIVES OF UNIONS (Received November 17, 12.35 a.m.) NEW YORK, Nov. 15 When departing to-day to preside at the United States conference of Mayors at Washington, the Mayor of New York, Mr. F. H. La Guardia, said he -was going to do what he could to bring the east coast within the machinery of the maritime strike settlement. He pointed out that the struggle was between two unions and that a way should be found to elect qualified representatives to arbitrate with the owners. The president of the American Steamship Owners' Association, Mr., Baker, stated that the movements of ships along the Atlantic and Gulf coasts had been practically normal over the weekend.
