FUTURE OF TERRITORY
' SCUJTH-WEST AFRICA CONFERENCE IN PRETORIA [from oun OWN correspondent] JOHANNESBURG, Sept. 1 The Union Government has invited the Administrator and the leaders of the political sections of the Mandated Territory of South-west Africa to visit Pretoria this month. The United Party in South-west Africa, which advocates the administration of the territory as a fifth province of the Union, will send a strong deputation, led by Colonel Hamman. The Deutsche Bund and the Economic League will serd a combined delegation led "by Dr. Hirsekorn and Mr. van Aardt. Both .these parties oppose the fifth province policy. . Public opinion in South-west Africa is pessimistic as to how the presence in Pretoria of the different factions, with their diametrically opposite views, is going to hßlp the Prime Minister to reach a decision. It is described in certan quarters as a waste of time, but possibly an attempt by the Union Government to postpone a decision.
