FLOW TO DOMINIONS LONDON PAPER'S COMMENT (Received October 1, G. 5 p.m.) LONDON, Sept. .".0 In a leading article on the Australian migration proposals, the Daily Telegraph says that both Australia and New Zealand have a good economic reason for inviting British settlers again. "There is no prospect of the outflow of population from Britain rising to anything comparable to its pre-war volume," says the paper. "It would be delusory to expect any great reduction in the numbers of British unemployed by this means. The new movement must be controlled, and the colonists carefullv selected.
"We shall reap tho harvest in strengthening Empire development and general prosperity."
