GENEVA DELEGATE GOVERNMENT'S CASE ' INTENTION TO STATE (Received September 24, 12.25 a.m.) GENEVA, Sept. 23 While the League of Nations is Wrestling with the Abyssinian dilemma another difficulty is looming. A Spaniard, Senor del Vayo, has placed his name at the head of the roster of speakers for the purpose of telling the Assembly his Government's story in contravention of the non-intervention agreement. Some of the delegates attempted to restrain Senor del Vayo, but he replied that nothing would deter him. He is expected to demand sanctions against Portugal and the placing of an international commission on the frontier of Portugal to prevent the passage of munitions for the insurgents.
PORTUGAL'S PART SUPPORT FOR REBELS PARIS, Sept. 15 Portugal is daily withdrawing further from the British alliance so that she Way follow the destinies of the other European dictatorships and establish partnership' with the Spanish rebel forces, says Madame Tabouis, famous international expert, in the Paris journal L'Oeuvre. The Portuguese Cabinet is working for the success of the Spanish rebels, says tlie writer, because of the belief that victory to the Socialist Government's forces would mean the end of the present dictatorship in Portugal. The insurgents have their headquarters in a hotel in Lisbon, and are financed by aristocrats and bankers, & ddß Madame Tabouis. They are in direct telephone communication with Soville, and have a courier service to Northern Spain. Under the Catholic leader, Senor Gil Cobles, and also Senor Fernandez Avila, these services maintain communication between Generals Franco and Mola, the Spanish rebel leaders, and issue passPorts for entry into insurgent territory. They maintain a watch on the Spanish Ambassador, who does not dare to leave Uio Snanish Embassy at. Lisbon.
