ITALY'S PREPARATIONS STRONGER MILITARY FORCES CABINET'S APPROPRIATIONS (Received September 13, 5.5 p.m.) ROME, Sept. 12 The Italian Cabinet decided to-da3 T to increase the basic salaries of State employees by eight per cent. Extraordinary appropriations have been announced for" the Army, Navy and Air Force "in order to raiso military preparations to the necessities of tho international situation within a limited period." Italy's policy of sclf-sufficienoy in the matter of raw materials is being vigorously continued. Special measures also are being taken to raise tho birth-rate, including an offer of prizes for twins.
