Extraordinary appropriations have been announced for" the Army, Navy and Air Force "in order to raiso military preparations to the necessities of tho international situation within a limited period." Italy's policy of sclf-sufficienoy in the matter of raw materials is being vigorously continued. Special measures also are being taken to raise tho birth-rate, including an offer of prizes for twins.
