Si r —My executive has read with interest extracts in your paper taken from the latest prisons report submitted to Parliament. These show, in our opinion, that New Zealand has an excessive number of prisoners m relation to population, and a high rate or recidivism among these prisoners, in view of the interest shown throughout isew Zealand in relation to penal matters during the past months, together with the evidence above quoted, my league would urge once more the need tor a full inquiry into our penal system.
