KAMERUN INCIDENT THREAT OF NAVAL ACTION MORE WARSHIPS FOR SPAIN By Telegraph—Press Association—Copyright (Received August :ji, 0.5 p.m.) , LONDON, August 20 It is understood that the stopping of the German steamer Kamerun by the Spanish cruiser Libertad was designed to prevent the breaking of the blockade of certain coastal areas declared by the Spanish Government. Britain is asking for a definition of the exact scope of the blockade. A Berlin communique states that the Charge d'Affaires in Madrid has been instructed to protest in most energetic terms regarding the Kamerun incident. The Madrid Government is to be informed that Germany will hold the Spanish Government responsible for all the consequences and for similar incidents. The comm;; mler.s of German warships have been instructed to protect German shipping by every possible means. Bear-Admiral Carls, on board tho pocket battleship Deutscldand, when cruising olf Malaga, wirelessed to the commanders of Spanish warships that attacks on German vessels outside the three-mile limit will be answered by force. It is officially stated in Berlin that tho Kamerun carried no war material. Admiral Haeder, Commander-in-Chief of tho Navy, flow to Berchtesgaden, Bavaria, to confer with Herr Hitler regarding Spain, especially in connection with instructions for the warships now in Spanish waters. To-day's orders in respect to the protection of shipping followed Herr Hitler's conference earlier in the week with leading naval and military experts. Seven warships, commanded by Admiral Boehm, are due to sail for Spain to relieve vessels at present there. They are the Nurnberg, flagship, the battleship Admiral Graf Spee, the cruiser Leipzig and the destroyers Jaguar, Wolf, Grief and Falpe. The destroyers Kondor and Mowe remain in Spanish waters. The Daily Telegraph's Berlin correspondent says official quarters in tho German capital, admit that the Kamerun incident has placed fresh difficulties in the way of Germany's adherence to the French non-intervention proposals However, Germany does not wish to add this affair to her previous reservations.

The Berlin correspondent of the Times says the Kamerun incident has caused the newspapers, with vituperation, to re-emphasise the alleged Bolshevik nature of the Spanish Government. They declare that "the freedom of the seas and the security of international commerce must not be infringed by Bed pirates." MADRID NOW SAFE STATEMENT BY MINISTER REVERSE FOR ATTACKERS MADRID, Aupust 20 After a meeting of the Cabinet in Madrid, Senor Sarabia, Minister of War, announced that Madrid is nowsafe. The enemy has been prevented from penetrating, the Guadarrama mountains, where loyalists dislodged the rebels in various positions, capturing considerable war material and food supplies, after which the rebels scattered and were pursued by bombing aeroplanes.

Senor Sarabia added that even-thing was going according to plan. "We expect complete success," he added.

The Minister said that bishops and priests, armed with rifles, were haranguing the rebels in the name of Christ to continue their acts of fratricide. The rebels' leaders were at loggerheads, some desiring to restore the monarchy under the Carlist Don Jaime and others wanting a military dictatorship to crush the proletariat. REBEL VIEWPOINT GENERAL MOLA CONFIDENT REINFORCEMENTS DECLINED GIBRALTAR, August 20 General Mola has telegraphed to General Dellano saying he does not need further reinforcements as lie will bo able to crush Madrid within a week. However, it is generally expected that the rebels will nob yet advance. Even if Madrid is taken the rebels will have the utmost difficulty in subduing Catalonia. CATALAN GOVERNMENT INDEPENDENCE MOVE DISMISSALS OF SUSPECTS MADRID, August. 20 The Catalan Government has taken a vital step toward establishing its virtual independence of Madrid in Government matters and foreign affairs, and has also declared J''ord Motors an auxiliary war industry. The Government also dismissed all judges, magistrates and court clerks and is appointing new ones. It is making a clean sweep of suspects from Government departments. Three more officers are to be tried by court-martial. PEOPLE OF SPAIN "COLLECTIVELY INSANE" APPALLING SITUATION LISBON, August 20 An appalling picture of the civil war in Spain is painted by Senor Arthur Portela, one of the best known of Portuguese journalists, who has just returned from an extensive tour in the North of Spain.
