CANADIAN PROPOSALS BILL/, REJECTED IN SENATE (Received Juno 12, 5.5 p.m.) OTTAWA, June 11 The Canadian Government was dealt a heavy blow to-day by the hostile Conservative majority in the Senate when it .rejected a bill proposing to amend the British North America Act, which is the virtual Constitution of the Dominion. The Government proposed through amendments to give the provinces the right to taxes directly in order to meet debts and to supply money for relief. It was also proposed to set up a Dominion Loan Council, under which all provincial loans would be controlled. Mr. Arthur, Meighen, the Conservative leader in the Senate, insisted that direct taxation for the provinces would wreck tho confederation.
