NEW PREMIER

Feb. 20 The Daily Herald's Madrid correspondent obtained an interview with the new Premier of Spain, Senor Azana, leader of the Popular Front, who gave his assurance that there would be no persecution. One of the Government's first acts would be to restore the hundreds of local councils which were dissolved after the fighting in 1934. The Government would proclaim a full amnesty for political offenders and re-establish the social legislation which had been so grievously tampered with. The next task of the Government, said the Premier, would be the restoration of the full Republican constitution. It would then help agriculturists and resume the building of schools. Senor Azana said he regarded education as most important. The Government's foreign policy would be strictly based on the Covenant of the Leagua.
