COMMONS TO DEBATE THE DEFENCE ESTIMATES British Wireless RUGBY. Feb. 20 The Government's arms expansion programme and aspects of foreign policy which have rendered it necessary probably will be debated in the House of Commons shortly. The Estimates for the defence services for the coming year will bo published by then together with a White Paper on defence. The Prime Minister, Mr. Baldwin, stated in the House to-day that the plans to be announced shortly for making good tho deficiences in the national defences would be co-ordinated in a programme in which the appropriate functions of the three fighting services would be fully taken into account. Any long-range programme, however; must bo flexible and subject to continuous review and modification as circumstances might require. The Prime Minister also announced that the adjournment of the tfouse would be moved on Monday for a discussion of foreign affairs. Following the debate, which it was hoped would be finished by 9.30 p.m., the supplementary Estimates for the Navy, Army and Air Force would be considered.
