NATIONAL INSURANCE
Proposals for national health insurance and superannuation schemes were included in the manifestoes of the three major parties contesting last year's election. The principles involved may be said, therefore, to be generally accepted. The fact is that such schemes have been receiving study for a considerable period, the Massey Government having started inquiries at least 12 years ago. As a result the Health and Pensions Departments have amassed much data on overseas experience, especially relating to health insurance, and appear to have made preliminary estimates of costs. That factor of finance is really the crux of the proposals. As with so many other things, it is not what the people would like, but what the country can afford. In the renewed investigation of projects by a Parliamentary Committee, which the Minister of Health announces, the costs of any schemes recommended and how they are to be met should be very carefully worked out. Mr. Fraser himself is mindful of this practical problem. He has very wisely decided that improvement in social services must come after and depend on the success of the Government's financial and economic measures. One point in connection with health insurance that has recently been earnestly discussed in Britain should have attention from the Minister and the committee of inquiry. In Britain they find they are spending a great deal, but only after sickness or disease has become established. They are asking whether it would not be truer economy to spend more on prevention, by building up national physique in various ways, and so have to expend less on repairs after damage has been done. That line of inquiry should be specifically referred to the committee for its report and possible recommendations.
