POWERS' IDEAL RUMANIA'S POSITION ALLIANCE ESSENTIAL FRANCE AND BRITAIN By Telegraph—Press Association—Copyright (Received February 17, 0.35 p.m.) LONDON. Feb. 17 "For Rumania the first essential is union with France and Britain,, also participation in making the League of Nations still effective for the maintenance of peace and therefore collective security is Rumania's policy," said King Carol in an interview with the Daily Telegraph s diplomatic correspondent. "I most profoundly desire peace," continued the King. "Nevertheless I am not a pacifist in the sense that I believe in disarmament in the present condition of the world as a means to peace." Continuing, King Carol said: "We must be prepared in the last resort to light for our ideal, which is a most horrible thought when peace is our ideal. Yet, if we are wise and strong it should not be necessary to fight." His Majesty expressed the opinion that the Paris conversations had definitely eliminated the restoration of the Hapsburgs to the throne of Austria.
