EFFECT IN EMPIRE SIR H. SAMUEL'S CRITICISM LONDON, Nov. 6 "The Ottawa agreements by establishing a ring fence around the British Empire are an absolute bar to an allround reduction of tariffs and quotas, said Sir Herbert Samuel, in a broadcast speeoh. The rejection of the agreements by the Canadian people showed that the door was being opened to a largo change of policy.
