MEDIATION REJECTED STRIKE BALLOT TO PROCEED (Reccired October 25. 5.5 p.m.) LONDOX. Oct. 24 The executive of the Miners' Federation has rejected the Government's mediation plan. It states that this plan did not offer an increase in wages but merely sought to extract from the mine owners a promise to do in July, 10-'Jfi, what they should have done in ]9.'il. The federation also objects to the Government refusing to acrjept the proposal to submit the miners' claim to arbitration. The strike ballot, therefore, will proceed.
